江蘇海洋經濟高質量發展水平評價和對策研究

摘要：為促進江蘇海洋經濟高質量發展 ， 文章基于“五大發展理念”， 構建江蘇海洋經濟高質量發展水平評價指標體系 ，分別評價目標層、準則層和要素層的發展水平 ， 并針對存在的問題提出對策建議。研究結果表明：江蘇海洋經濟高質量發展水平評價指標體系包括5個準則層指標、10個要素層指標和38個具體指標;2010-2018年江蘇海洋經濟高質量發展水平在波動中提高 ， 但仍有較大的提高空間;其中 ，創新水平、綠色水平和共享水平不斷提高 ， 協調水平基本穩定 ， 而開放水平大幅降低并成為主要制約因素;與2010年相比 ，2018年江蘇海洋經濟創新、協調、綠色、開放和共享發展的平衡性有所改善 ，但依然存在“短板”;未來江蘇海洋經濟高質量發展亟須完善海洋科技創新體系、合理規劃產業發展布局、促進海洋經濟綠色發展、構建國際國內雙循環的新發展格局以及提高海洋經濟共享水平。

The Evaluation and Countermeasures of High-qualityDevelopment Level of Marine Economy in Jiangsu Province

Abstract：In order to promote the high-quality development of Jiangsu's marine economy， the paper introduced the evaluation index system based on the “Five Development Concepts" of innovation， coordination， green， open and sharing， to analyze the development levels of the target

level， the criterion level and the element level，and countermeasures for existing problems wereproposed. The results showed that the evaluation index system for the high-quality developmentlevel of Jiangsu's marine economy included 5 criterion-level indicators， 10 element-level indicators， and 38 specific indicators. The high-quality development level of Jiangsu's marine economyfrom 2010 to 2018 showed a rising trend in the wave， but there was still much room for improvement. Among them， the level of innovation， green level， and sharing level continued to increase，the level of coordination was basically stable， and the level of openness had dropped significantlyand had become a major constraint. Compared with 2010， the balance of Jiangsu's marine economic innovation， coordination， green， open， and shared development had improved in 2018 butthere were still shortcomings. The high-quality development of Jiangsu's marine economy in thefuture the marine technology innovation system is urgently needed to be improved， and the industrial development layout be reasonably planned， the green development be promoted， new development pattern both international and domestic double cycle and mutual promotion be built， andthe level of sharing increased.

我國經濟已由高速增長階段轉向高質量發展階段 ，這是黨中央根據國際國內環境變化尤其是我國發展條件和發展階段變化作出的重大判斷。習近平總書記提出“海洋是高質量發展戰略要地”的重要指示 ， 凸顯海洋經濟高質量發展對國家經濟發展的重要作用 ，海洋經濟已成為國民經濟的重要增長極。2018年長三角一體化發展上升到國家戰略 ，這是引領全國經濟高質量發展和打造強勁活躍增長極的重大戰略舉措。……
