淮安市鄉村旅游發展現狀及優化路徑

摘要? ? 鄉村旅游作為鄉村振興的重要方式，對提高居民收入、改善農村環境等發揮著積極作用。淮安市地處蘇北，農業人口眾多，但鄉村旅游資源豐富，具有發展鄉村旅游的基礎。通過研究發現，淮安市旅游經濟增長勢頭強勁、鄉村旅游產品質量和數量不斷升級、產業融合與集聚水平不斷提升，但仍存在著鄉村旅游資源缺乏有效性整合、鄉村旅游地域特色不凸顯、缺乏系統完善的鄉村旅游發展體制機制等方面的問題。發展與完善淮安市鄉村旅游體系、挖掘淮安地域特色、打造鄉村旅游知名品牌、突出主題特色營銷、建立鄉村旅游發展的動態評估機制等舉措是優化淮安市鄉村旅游發展的重要方式。

Abstract? ? Rural tourism， as an important way to revitalize the countryside，plays an active role in increasing residents′ income and improving the rural environment. Huai′an City is located in northern Jiangsu，with a large agricultural population，but rich in rural tourism resources，and has the basis for developing rural tourism. It is found that the tourism economic growth in Huai′an City was strong，quality and quantity of rural tourism products were constantly upgraded，and the level of industrial integration and agglomeration was continuously advanced.However，there were still some problems such as the lack of effective integration of rural tourism resources，the lack of prominent regional characteristics of rural tourism，and the lack of a systematic and comprehensive rural tourism development mechanism. The development and improvement of rural tourism system in Huai′an，outstanding regional characteristics of Huai′an，creating well-known rural tourism brands，highlighting theme marketing，and establishing a dynamic evaluation mechanism for rural tourism development were important ways to optimize rural tourism development in Huai′an City.

鄉村旅游作為鄉村振興的重要方式，在提高農民收入、改善農村環境、倡導文明鄉風、促進鄉村治理等方面發揮積極作用[1-2]。十九大報告中提出：“農業農村農民問題是關系國計民生的根本性問題，必須始終把解決好‘三農問題作為全黨工作的重中之重，實施鄉村振興戰略”。《中共中央國務院關于實施鄉村振興戰略的意見》中提出：“構建農村三產融合發展體系，實施休閑農業和鄉村精品工程”。《鄉村振興戰略規劃（2018—2022年）》明確提出要合理利用村莊特色資源，發展鄉村旅游和特色產業，實現鄉村振興。2019年農業農村部《2019年鄉村產業工作要點》中強調：“要積極發展鄉村休閑旅游，增添鄉村產業發展亮點”。……
