國際電子商務結算的發展現狀及優化研究

[摘 要] 當今世界，隨著經濟全球化、一體化進程的不斷加深，通信網絡技術的不斷革新和廣泛使用，網絡和電子商務已成為現代商業貿易模式的主要載體，并席卷全球的各個行業，國際電子商務結算方式已成為一股無法阻擋的歷史潮流。本文立足于當前國際電子結算方式的現狀及優缺點分析，對其在運營和交易過程中的風險進行歸類，并提出行之有效的優化和管理措施。

Abstract：In today's world， with the deepening of economic globalizationand integration，and the innovation and the widespread use of information and communication network technology， network and e-commerce have become the main carriers of modern commerce and trade patterns， and swept all sectors of the world. International e-commerce settlement hasbecome an irresistible trend of history. This article is based on the analysis on the current status and the advantages and disadvantagesof international e-commercesettlement， its risks in operations and the transaction process are classified and effective optimization and management measures are proposed.

1 國際電子商務結算概述

1.1 國際電子商務結算

國際電子商務結算是在金融電子支付的基礎上發展起來的。它主要依托網絡和信息技術，具有實時性和零距離等典型特征，是電子商務中極為關鍵的組成部分。具體來說，國際電子商務結算以互聯網技術為基礎，以各類電子化產品為主要媒介和載體，通過計算機通信手段和電子信息的傳遞模式實現交易資金流通和支付，快捷、安全地完成國際化交易的過程[1]。

隨著信息技術和網絡技術在全球范圍內的興起與革新，越來越多的企業進入電子商務新時代，國際電子商務結算已成為配套世界范圍內的電子商務活動的最主要方式之一。

1.2 國際電子商務結算的載體——第三方支付平臺

所謂第三方支付，就是一些具備一定實力和信譽保障的第三方獨立機構，通過與產品或服務所在國以及國外各大銀行進行簽約的方式，提供與銀行支付結算系統相接的支付交易平臺，從而實現資金轉移和網上支付結算等功能。……
