農作物秸稈綜合利用標準綜合體構建

摘要 ? ?本文采用綜合標準化方法，分析了農作物秸稈綜合利用的綜合標準化對象，確定了標準化目標和相關要素，繪制了相關要素表，提出了標準綜合體規劃的編寫內容，構建了農作物秸稈綜合利用標準綜合體結構圖。本研究可以為綜合標準化方法在農業生產中的應用提供參考，有助于發揮標準化對農作物秸稈綜合利用的支撐和引領作用。

Abstract ? ?In this paper， the comprehensive standardization method was used to analyze the comprehensive standardization object of the comprehensive utilization of crop straw， determine the standardization goal and relevant elements， draw the relevant elements table， put forward the content of the planning of the standard-complex， and construct the structure diagram of the standard-complex. This study can provide a reference for the application of comprehensive standardization methods in agricultural production， and help to play a supporting and leading role of standardization in the comprehensive utilization of crop straw.

黨的十八大以來，生態文明建設得到前所未有的重視，黨和國家將生態文明建設作為“五位一體”總體布局的重要內容，從戰略高度加以推進[1]。農作物秸稈科學處理關系到生態環境保護、污染防治、生態文明提升、美麗中國建設。我國是世界農業生產大國，作物秸稈資源量大，但由于處理不當（隨意丟棄、露天焚燒），不但造成資源浪費，而且導致嚴重的環境污染，甚至引發火災和交通事故，引起全社會的廣泛關注。

綜合標準化是運用系統分析方法，建立標準綜合體并貫徹實施，從而達到確定目標的標準化活動[2]。綜合標準化以解決問題為目的，所要解決的問題是復雜的綜合性問題，不刻意追求單個標準最佳，而是追求標準系統整體最佳[3]。秸稈綜合利用涉及秸稈資源調查、秸稈收儲運、秸稈利用技術、秸稈利用效果評價等諸多因素，是一個復雜的系統。秸稈綜合利用問題是一個多種因素綜合作用的系統性問題，綜合標準化方法非常適合解決此類問題。……
