我國(guó)新冠肺炎疫情防控中的政府管理

【摘 要】新型冠狀病毒疫情期間，黨和政府以網(wǎng)格化管理方式，構(gòu)建聯(lián)防聯(lián)控機(jī)制，以社區(qū)為主體展開(kāi)防疫工作，借助信息化手段建立管理體系，及時(shí)有效的完成了防疫工作，發(fā)揮我國(guó)制度優(yōu)勢(shì)，合理調(diào)配醫(yī)療物資與醫(yī)療力量，充分調(diào)動(dòng)人民群眾積極性，配合防控工作，做到團(tuán)結(jié)一切力量共同打贏疫情防控的人民戰(zhàn)爭(zhēng)，為奪取新時(shí)代中國(guó)特色社會(huì)主義偉大勝利提供了不同于西方自由民主式政體的可行模式。

Abstract：During the epidemic of the new coronavirus， the party and the government established a joint prevention and control mechanism with grid management， and started the epidemic prevention work with the community as the main body. With the help of information technology， the management system was established to complete the epidemic prevention work in a timely and effective manner. Give full play to the advantages of China's system， rationally allocate medical materials and medical strength， fully mobilize the enthusiasm of the people， cooperate with prevention and control， and unite all forces to win the people's war of epidemic prevention and control， and provide for the great victory of socialism with Chinese characteristics in the new era It is different from the feasible model of Western free and democratic polity.

2020年初，新型冠狀病毒疫情沖擊了人民正常的生產(chǎn)生活秩序，為確保人民群眾生命安全和身體健康，黨和政府帶領(lǐng)人民打響了疫情防控阻擊戰(zhàn)。政府部門通過(guò)建立有效的信息化管理體系配合聯(lián)防聯(lián)控機(jī)制，確保遏制疫情擴(kuò)散，緊密聯(lián)系市民群眾合力打贏此次戰(zhàn)役。此次防控不僅是對(duì)中國(guó)特色社會(huì)主義制度進(jìn)行考驗(yàn)，同時(shí)也讓我國(guó)國(guó)家治理體系優(yōu)勢(shì)以實(shí)踐的方式顯現(xiàn)，促進(jìn)治理能力現(xiàn)代化的發(fā)展。

一、疫情防控中的政府管理

中共中央政治局常務(wù)委員會(huì)曾強(qiáng)調(diào)“這次疫情是對(duì)我國(guó)治理體系和治理能力的一次大考”，通過(guò)分析此次疫情防控中政府管理所面臨的挑戰(zhàn)，把握應(yīng)對(duì)危機(jī)的主要原則，分析不同階段防控工作重心，能夠清晰了解到我國(guó)國(guó)家治理體系和治理能力現(xiàn)代化在應(yīng)對(duì)此類公共安全問(wèn)題中科學(xué)化、信息化的管理手段。
